THERE'S A WAR ON!

I find it instructive that the citizens of Halifax, Nova Scotia (above)  have never obsessed over how the disaster of 6 December, 1917 could have happened to them.  They have asked the obvious questions, but from day one, they have been willing to accept that they would never know the whole truth. In part this was because so many of those responsible were already dead, and in part because it was a time and a place where obsessions could not be tolerated. There was a war on, as the saying goes, and that explained the unexplainable, as you would know if you have ever considered the full implications of that phrase; “There’s a war on.”
Halifax exists because it is one of the largest, best protected ice free harbors in the world, a gift of the Sackville River. The Sackville rises in the center of “New Scotland” near Mt. Unijacke and meanders its way for 25 miles south eastward, spilling from one lake to another until it reaches the head of The Bedford Basin.
Here the Slackville disappears into a drowned river valley, a protected anchorage four miles long by two miles wide. At its southern end is “The Narrows”, which closes to a little less than a mile wide channel. In 1917 the town of Halifax, home to 50,000, rose on the steep hills along the west side of the Narrows, while the suburb of Dartmouth, with a population of 6,500, occupied the east shore.And beyond the bottleneck of The Narrows was Halifax Harbor, which opened directly to the North Atlantic. The salt water here is warmed by the nearby Gulf Stream Current, and the Great Circle commercial route is just one hour sailing time out to sea. That combination, the harbor and the nearby Great Circle Route, made Halifax a convenient place to rest and load coal before challenging the North Atlantic, or to recover after a harrowing voyage to the new world. And during World War One the Bedford Basin was the logical place for allied convoys to form up in safety, far from prying enemy eyes.
Early on the morning of Thursday, 6 December, 1917 there were some fifteen cargo ships crowded into the Basin and several Royal Navy warships in Halifax harbor.
But atypical of all of these ships was the Steam Ship Monte Blanc; 3,121 tons, 320 feet long, and inbound for Bedford Basin. At any other time she would have been a pariah, and expected to unload her cargo outside the port, on the safety of McNab's Island. But there was a war on.
The SS Mont Blanc was just out of New York carrying 2,300 tons of the explosive trinitrophenol (TNP), 200 tons of trintritoluene (TNT), 10 tons of gun cotton and 300,000 rounds of small arms ammunition. In addition she had 36 tons of the high octane Bezol fuel piled about her decks in 50 gallon drums. In short the ship was a floating bomb. And as the Monte Blanc approached The Narrows she found herself head-on to the outbound 5,043 ton, 430 foot long Norwegian SS IMO, running ballast, outbound for New York to load humanitarian supplies for German occupied Belgium.
As the two ships approached they each signaled by ship's horns their intention to maintain course and speed. Then without warning the Mount Blanc turned to the right, as if moving to dock at a pier on the Halifax shore. Seeing this, the Imo (below) desperately reversed her engines, intending to slow and give the Mount Blanc room. But the reverse spin on Imo’s propeller pulled her into the center of The Narrows, and directly into the path of the looming Monte Blanc.
It was 8:45 A.M., local time. The towns of Halifax and Dartmouth were just starting their work days. Large crowds stopped to watch as the two ships sounded their horns in alarm and drew inexorably together. Workers at the new rail yards up the harbor were drawn to the excitement. Everyone in town, it seemed, stopped what they were doing to witness the drama unfolding.
As if in slow motion the two ships struck. The Imo’s prow sliced into the starboard bow of the Monte Blanc. Benzol drums were thrown about Monte Blanc’s deck, spilling the corrosive fuel. Mont Blanc’s cargo hold was penetrated. For a long moment the two ships hung there in the middle of The Narrows. Then, as the Imo backed away, the scrapping of crumpled metal against torn metal, threw sparks. A fire quickly broke out aboard the Monte Blanc, ignited or fed by the Benzol, sending grey smoke skyward. Within 10 minutes the Mont Blanc’s forty man crew had been forced to take to  their life boats. Once there they shouted a warning for the Imo’s crew about their volatile cargo. But none of the Imo's crew spoke French. The drifting burning hulk now brushed past Halifax’s pier six, setting it afire as she passed.
The Canadian Navy tug and mine sweeper "Stella Maris" (above) joined the Imo in attempting to throw water on the fires, and the "Stella Maris" also sent a boat crew to attempt to take the abandoned and burning wreak under tow.
Meanwhile the Box 83 alarm at the Halifax Fire Department sent men and equipment racing toward the harbor and the burning dock. They arrived there just after 9:00 a.m., forcing their way through the growing crowd along the shore, all drawn there by the spectacular show.  Almost no one in the harbor knew what the cargo of  the Monte  Blanc was.
But even now a few sensed the impending disaster. Mr. P. Vince Coleman, a dispatcher for the Inter-Colonial Railway yards (above)  just a few hundred yards inshore from the piers, not only saw the accident, but knew of the Monte Blanc’s deadly cargo as well. He and other workers in the yards ran for their lives. But then Coleman remembered that a train loaded with 300 passengers from Saint John’s was due to arrive in a few moments. He ran back to his post and tapped out the following message on the telegraph key, “Stop trains. Munitions ship on fire. Approaching pier six. Goodbye.” Every operator up and down the line heard that message. Then, precisely at 9:04:35 the line went dead.
In that instant, in a single white hot flash, the 3,000 ton Mont Blanc was converted into shrapnel - jagged sections of iron weighing from slivers to half a ton. They were ripped from the hull and sent spinning away at supersonic speeds. Part of the Mont Blanc’s anchor landed two and a half miles away.
At the center of the blast the temperature exceeded 9,000 degrees Fahrenheit, instantly converting the 40 degree sea water in The Narrows to steam. First a high pressure shock wave raced through the air at 500 feet a second, flattening everything within 4 square miles. Then a fireball took just 20 seconds to rise a mile into the air, where an enterprising photographer snapped a picture (above) from thirteen miles away.
Then a tidal wave 36 feet high swept back and forth across The Narrows, sweeping away everything onshore in its path and dragging it into the water. . An entire Innuit village of 22 families on the Dartmourth shore was drowned by the wave. Windows were shattered 10 miles away.  Buildings shook 78 miles distant. And the explosion was heard in Cape Breton, 225 miles to the east. Out of the tug Stella Maris’ crew of 24, only five survived. On board the Imo, the captain, the harbor pilot and five crew members were killed. The 430 foot long Imo was thrown against the Dartmouth shore like a toy in a bathtub (below), her bottom ripped out. Every other ship in Halifax harbor suffered causalities and damage.
Of the ten firemen who had just arrived at the dock, nine were killed, including the Fire Chief and Deputy Chief. The sole survivor, engine driver Billy Wells, wrote, “The first thing I recalled after the explosion was standing quite a distance from the fire engine…the explosion had blown off all my clothes as well as the muscles from my right arm.”
At least 2,000 people had been killed outright, and 9,000 wounded, not counting the Innuit dead. (Native peoples, quite simply, did not count., in 1917).  More than 1,000 of those who witnessed the explosion were blinded by flying glass and slivers of wood and steel. Nova Scotia lost more of her citizens in that one instant than were killed serving in her army and navy units in all four years of World War One.
Slowly rescuers began to move into the devastated square mile, removing the dead, comforting the wounded and searching for survivors in the rubble of their homes and businesses. Then, as darkness began to fall that night, “…almost as if Fate, unconvinced the exploding chemicals…had struck a death blow to Halifax, was now calling upon nature to administer the coup de grace…”. It began to snow.
The worst blizzard in ten years buried the shocked port in several feet of snow and condemned untold injured to death by freezing.
Every year, the city of Halifax donates a Christmas tree to the city of Boston, as thanks for the assistance which was rushed to them in the weeks after the explosion. And every year, on December 6th, from 8:50 a.m. to 9:25 a.m., there is a memorial service held  in Halifax to remember the victims of the largest man made explosion on earth ... which was superseded only by the first atomic bomb test in 1945, when there was another world war going on.

DUST TO DUST; The great 1878 Mill Explosion

I don't blame C.C. (Cadwallader Colden) Washburn for the tragedy of 1878. Forty years earlier, the ambitious 21 year old had arrived in Chicago with just $5 in his pocket. But by 1855 C.C. had passed the bar, had been elected to Congress from Wisconsin, and was worth at least half a million dollars. Not bad for a kid born with epilepsy. It was about then that his older brother Elihu wrote him, “I don't believe you will be happy until you could buy the entire world.” Elihu was teasing, because C.C. didn't actually have half a million dollars.  Yet. That was how much he had borrowed to buy the companies he had already bought. And now he was trying to rescue a cousin, Dorolus Morrison, who had invested in a money pit called the The Minneapolis Mill Company. The firm had water rights on the west bank of the Mississippi at St. Anthony Falls (above), and the idea was to lease access to mill owners. Within two years, the Mill Company was broke and going broker.
C.C. immediately saw the problem. There were nearly 4,000 people in Minneapolis, and space along the the falls was limited.  In 1856 C.C. bought a controlling interest in the Mill Company, borrowed more cash to build a dam across the falls, and dig a 50 foot wide 14 food deep canal (above) down the west bank, more than tripling the available access to the power of the falling water.  Then he brought in his younger brother William to run the company, while he concentrated on being a congressman. Older brother Elihu was already a congressman from Illinois and baby brother Israel, Jr. had been elected from Maine. They were a very ambitious family.
Within ten years the customers of C.C.'s Minneapolis Mill Company - grist mills, saw mills, cotton mills and woolen mills - were so profitable, that upon his return from service as a Union General in the Civil War, C.C. built his own flour mill. Against the advice of experts, who were predicting a post war recession, it was the largest flour mill in the world. And on William's advice, C.C. hired George Christian to run the Washburn “B” Mill.  Quickly the “B” Mill was a success, in part because of Christian's management and in part because there was no post war recession.
After two more terms in Congress, and a single term as Wisconsin Governor, C.C. returned to his home in La Crosse., Wisconsin.  But he did not retire. On the advice of George Christian, C.C. decided in 1874, to build a second, even larger flour mill in Minneapolis. This one he called the Washburn “A “ Mill.
The “A” mill was 100 feet wide and 147 feet long. Wheat entered on the ground floor and driven by the power of the falling water in the canal, a screw, powered by turbines in the basement  lifted the grain seven and one half stories. Here the grain was fed into a container, into which hot air was blown. 
Once dry, the wheat was carried by another screw down to the sixth floor and crushed between the first horizontal millstones, which cracked the hard center and released the bran. 
Floor after floor the bran descended, with each successive grindstone, 24 pairs in all, crushing the wheat ever finer, with shakers (above) repeatedly shifting the flour...
...until it was returned to the ground floor where the employees bagged the flour and loaded it into....
...railroad box cars waiting along the 32 tracks that then carried it to a hungry nation - half a million barrels of flour shipped in 1873, three quarters of a million barrels in 1874, a hundred thousand more in 1875, and one million barrels in 1876 .
Just like every other day for the previous four years, at six in the evening on Thursday, 2 May, 1878, 200 workers were released from their 12 hour day shift at the Washburn “A” Mill, leaving behind 14 men  overnight to clean up and ready it's machinery  for Friday's shift. 
It is unknown if they faced any difficulties or problems that night, but at approximately 7:20 a man walking across the tenth avenue bridge (above)  reported seeing a flash in the twilight and a “stream of fire” leaping from the basement windows of the Washburn “A”.
He continued, “Then each floor above the basement became brilliantly illuminated, the light appearing simultaneously at the windows as the stories ignited one above the other...Then the windows bust out, the walls cracked between the windows and fell, and the roof was projected into the air to great height, followed by a cloud of black smoke, through which brilliant flashes resembling lightening passing to and fro.” It was later reckoned the massive roof was thrown 500 feet into the air.
Most said they heard three distinct, massive explosions. Reported the Minneapolis Tribune, “...in a twinkling of an eye...the largest, the highest, and probably the heaviest stone structure in Minneapolis, the great Washburn mill...was leveled to the ground....Soon the burning buildings sent their messengers of flame on the wings of the merciless north wind on to other fields of destruction. ... the wonder is that the whole lower portion of the city escaped the fate with which it was threatened.” Great limestone corner stones landed in the back yards of homes eight blocks from the milling district.
The volunteer fire department reported all their alarms went off at the same instant, but if that was because some one near the “A” mill hit the alarm just after the first explosion, or if the blast short circuited the line, will never be known. Ten miles away, the explosions broke windows on Summit Avenue in St. Paul, whose Globe newspaper issued a special edition, saying, “"There is an 'earthquake’ was the expression and thought of hundreds ... and the word went from lip to lip, almost with the rapidity of lightning, that the Washburn mill, which has long and justly been the pride of Minneapolis, had exploded and was destroyed … It was a night of horror in Minneapolis.”
The 130 volunteers of the fire department dispatched every man, rig and horse they had, and quickly found an explanation to the three great crashes which had reverberated across the city. The exploding Washburn “A” mill had set off identical if smaller explosions in the adjacent Diamond and Humbolt mills. The horse drawn steam pumps of the fire department ran for ten hours, pumping over six million gallons of Mississippi River water onto the smoldering wreckage of six flour mills, a cooper shop, a lumber yard, a grain elevator, a machine shop, a blacksmith shop, a planing mill and dozens of railroad cars. The entire fourteen man night shift at the Washburn “A” mill was killed, as well as four men at adjacent mills. Said the Tribune the next day, “Minneapolis has met with a calamity, the suddenness and horror of which it is difficult for the mind to comprehend.”
C.C. arrived by train the next day, and immediately announced he would rebuild. That calmed the bankers and citizens in a city which had just had the majority of its industrial base blown sky high. But massive explosions still had to be explained. Those who favored conspiracies suggested a railroad car loaded with nitroglycerin had been parked next to the Washburn “A” mill, but that was quickly dismissed because even that much nitro would not have produced a blast that big.  A Mill owner from Indiana suggested the spinning turbines had spun so fast they had separated the hydrogen from the oxygen in the water, leading to a hydrogen buildup in the mill. But George Christian, respected operator of both Washburn mills, scoffed at the idea. The cause, he explained, was simple flour dust.
The flour dust did not explode, Christian explained, it just burned very, very quickly. And Professors Peckman and Peck, from the University of Minnesota confirmed this, by experiment. They also suggested the initial spark had come during the night shift's clean up. It was likely a worker was running two millstones in the basement without flour between them, as a shortcut to remove any residue. And like most shortcuts, this one eventually blew up in their faces. Stone sparking against stone had ignited the flour dust raised by the cleaning crew. That is what killed eighteen men.
C.C. made sure his workers were kept on the payroll, by finding them jobs in the old “B” mill. And he did rebuild. But he did not do so by himself. He brought in new money, John Crosby, and as a silent partner he added the technocrat William Dunwoody, who went to Europe as an industrial spy, and stole the best new ideas for milling, like getting rid of the horizontal grindings stones and using steel rollers instead. They gave off fewer sparks, lasted far longer, and by operating in sequence would allow the grain to be ground continuously. The bigger new “A” mill opened in 1879, under the name “Washburn Crosby “A” Mill”. With new dust scrubbers cleaning the air, it would run safely until 1965. under the company's new name, General Mills.  And what is left of that  building is today the “Mill City Museum.”

LESSON LEARNED - The Port of Chicago Disaster

I was curious why the the tragedy of 17 July, 1944 happened. That it happened just five weeks after the D-Day invasion of Normandy, which in the first 24 hours left 19,000 dead and wounded on both sides, and two weeks after the United States Navy invaded Saipan in the central Pacific, which over the next month killed or wound another 66,000, was no coincidence. But even those horrors cannot detract from the anguish of 320 killed and 390 injured in a split second on an isolated pier in a Northern California backwater. The tragedy of Port Chicago was a mere drop of blood into a world wide abattoir, where on average 220 Americans were killed in combat each day. Still it is not enough to say it happened because during a war human life is cheap. The victims of Port Chicago and their families deserve the respect of an explanation. Why did what happened, happen?
It happened because of extraordinary geology. It took 3 million years for the the Sacramento and San Joaquin Rivers to carve a deep canyon to the sea. Then, just 10,000 years ago, the rising ocean filled the gorge creating 275 miles of nooks and crannies, lobes and outlets. For 400 years ocean going ships have sailed through the mile wide Golden Gate, slipping between the sentries of Angel and Alcatraz islands, then north beyond San Quentin Point, west through San Rafael Bay and passed the broad mouth of the Napa River, beyond San Pablo Bay and the Carquinez Strait, and passed Roe and Ryer Islands, thirty miles inland to a deep water port on the south shore of Suisin Bay, just nine miles from the mouth of the Sacramento - San Joaquin delta, that is the head of San Francisco Bay.
It happened because just after 5:00 p.m. on 10 July, 1926, a bolt of lightning set off fires in New Jersey that over the next three days set off 600,000 tons of World War One surplus explosives, destroying 200 buildings and killing 21 souls. Because of this multi-billion inflation adjusted dollar disaster, the U.S. Navy established a new west coast ammunition depot in the Nevada desert, forty miles south south-west of Lake Tahoe, far from most thunderstorms, in the isolated desert village of Hawthorne. After Pearl Harbor, the 5,000 employees at this facility assembled and shipped almost all of the explosives the United States used in the Pacific, from Naval TNT (Trinitrotoluene) shells, Torpex (50% stronger than TNT) torpedoes and sea mines, and Marine Corps TNT mortar and artillery shells. The assembled mayhem was then shipped by rail 120 miles over the Sierra Nevada Mountains to Port Chicago, California..
It happened because in 1928 California was hit by a drought that would last until 1937. In response the state and federal governments approved large scale water projects, like the Shasta dam on the Sacramento River headwaters, and the Central Valley project on the upper San Joaquin River, and many smaller one, like the Contra Costa Canal, which diverted fresh water around the delta. In 1940 the canal construction reached the head of the San Francisco bay. This ensured potable water for the 1,700 residents of the little town of Port Chicago. Serviced by three railroad lines, it boasted 660 homes, three hotels, a small shopping district – even a movie theater. The canal also guaranteed water for the new naval base and dock on the water front a mile and a half to the north of the town.
It happened because in 1922 Annapolis graduate Merrill Talmadge Kinne resigned from the United States Navy. In his seven years of service, he had risen to the rank of commander, and was being groomed as a staff officer.   But the Washington Naval treaty signed that year required the scrapping of 30 combat ships under construction or planned, and cutting the existing U.S. fleet from 774 to 365 ships. Seeing this contraction, the 28 year old Merrill traded in his uniform for a business suit. He remained in the Naval Reserve but did not go to sea again until he was called back in 1941. Now a 48 year old, Captain Merrill quietly commanded a supply ship transport for two years, until April of 1944,  when he was given the command of Port Chicago.  He had no training in handling munitions, and at 50 had spent just nine years in uniform, but 19 years selling men's clothing
It happened because until 1932 African-Americans were not accepted into the Navy, because, as one report insisted “The enlistment of Negros...leads to disruptive and undermining conditions....” Pearl Harbor and a Presidential order broke through the racism, but African-Americans were still not allowed to serve on combat vessels because they had “poor eyesight”. 
So all 1,400 stevedores loading explosives at Port Chicago were black. Racism forced these men to walk half a mile to use a “colored” toilet. Because there was just one commissary building, blacks had to wait outside until all whites had finished their meals. They were provided no public transport off the base, and even if they walked the mile and a half,  they could not even enter the movie house at the town of Port Chicago.  No wonder they described the base as a “slave labor camp”. 
Institutional racism encouraged the white officers to discount enlisted men's  suggestions for safety or efficiency. Even when the supervising white U.S. Coast Guard Commander Paul Cronk warned that working conditions at Port Chicago were “ripe for disaster”,  he was ignored. As a protest, and to protect his own men, he withdrew his crew from the base. The black stevedores had no such option.
It happened because sixteen at a time the rail cars packed with explosives from Hawthorne were pushed on three parallel rail spurs onto the 90 foot wide, 1, 200 foot long pier. Each “division” of 100  stevedores unloaded the cars by hand, transferred the ammunition to cargo nets, which a boom winch lowered down a hatch into one of the ship's 5 holds and re-packed them by hand.
Competition between divisions were encouraged, the goal being ten tons per hour, but the average speed being closer to seven. Running totals for each division were posted on chalk boards, with junior officers wagering on the results. Safety was not entirely ignored, just mostly. 
On the land side were 27 barricaded sidings where 203 rail cars could be safely “parked” until they were needed. The administrative buildings were a mile inland, including 4 navy enlisted (black) and one marine (white) barracks. During its first year of operation, 39 ships were loaded at Port Chicago with 115,000 tons of high explosives. Command was on target to more than double that amount for 1944.
It happened because on 17 July the SS E. A. Bryon was preparing to start her second voyage, which meant she had already earned the $1.5 million invested in building her.
Her keel, number 2761, had been laid down on 11 February, 1944 at the Kaiser Permanente Shipyard Number Two, in Richmond, California - less than 20 miles from Port Chicago. Eighteen 24 hour work days later she hit the water, and just eight days after that she went into service. 
Named after a popular president of Washington State University, she was one of 2,700 “Ugly Ducklings” built during the war.  Each "Liberty Ship" was identical,  441 feet long and 28 feet wide, with three holds forward of the central island and two toward the stern. Her best speed was barely 11 knots. And at 8:15 the morning of 17 July, 1944, she tied up on the land side of the Port Chicago pier, and at ten that morning started taking on cargo.
It happened because by night fall the number five (stern) hold of the Byron was stuffed with  40mm cannon shells. Her number four hold held  462 tons of fragmentation and cluster bombs. The Byron's number three hold (midships) contained 525 tons of 1,000 pound bombs. The  number two hold held 565 tons of Mark 47 Torpex air dropped sea mines. And the number one (bow) hold was still being loaded with “live” 660 pound incendiary bombs. 
Still less than half full, at 10:00 a.m. the Byron contained 3,600 tons of high explosives. There were another 1,000 tons waiting to be unloaded from the rail cars when, at eighteen minutes and forty-four seconds after ten, the S.S. Byron blew up.
Seismographs in Berkeley recorded the explosion at that moment, as a 3.4 on the Richter scale. The 25 million pound Byron, her cargo, her crew, most of the pier, the box cars sitting on it, the steam locomotives moving rail cars, and 320 human beings were all vaporized. A 66 foot deep, 300 feet wide and 700 foot long crater was carved into the sea bed beneath where the Byron had floated an instant before. 
A larger cargo ship, S.S. "Quinalt Victory", which was waiting to be loaded on the bay side of the wharf, was lifted out of the water by the explosion, torn in half, and its stern left floating 500 yards into Suisin Bay (above). A Coast Guard fire boat stationed at the end of the wharf was thrown 600 feet and destroyed.. 
 Three thousand feet from the center of the blast, the Roe Island lighthouse (above)  was shattered by the blast wave moments before a 30 foot tidal wave shoved the entire structure 40 feet up the beach.
Commercial pilots at 9,000 feet reported house sized hull fragments of the ships flying past their plane. A mile and a half south of the base every home in the town of Port Chicago was damaged. 
The northern wall of the crowded movie theater (above)  buckled as if punched by a giant fist and the ceiling fell - but none of the 192 white patrons were injured. 
Debris fell two miles away. Forty miles away the fireball 3 miles in diameter was clearly visible. People 200 miles away heard the blast. The explosion was comparable in size to that which would occur one year and three weeks later over Hiroshima, Japan.
Three weeks and one day later, on 8 August, 1944. 328 African-American stevedore survivors at Port Chicago refused to load another Liberty Ship, the USS Sangay,  unless their officers were replaced and safety procedures were improved.  Eventually 208 men were reassigned to menial duties until finally issued a dishonorable discharge. Another 50 were convicted of mutiny and sentenced to hard labor. After the end of the war the fifty were released and given a “general discharge under honorable circumstances”.
The irrational disparity of punishments made no more sense than the reasons some lived while others died in the explosion. Within a few months, a Navy review board offered lessons learned, and last on their list of suggestions, was: “The inadvisability of employing 100% colored ordnance battalions to handle and load ammunition was amply demonstrated.”  It wasn't much as a lesson, and the language invited misunderstanding and false justification. But for the victims, each distanced now from the blast by space and time, the explanation of the tragedy at Port Chicago was pure farce and insult. And surely we can do better than that, three quarters of a century later.
